Princes Highway Upgrade: Jervis Bay Road to Hawken Road
What Affected Landowners Need to Know

Transport for NSW has released the environmental assessment and concept design for the long-awaited Princes Highway upgrade between Jervis Bay Road at Falls Creek and Hawken Road at Tomerong. The $500 million project is jointly funded by the Australian and NSW governments, and it has reached a significant milestone: landowners whose properties may be affected have now been contacted directly by Transport for NSW.

What Does the Upgrade Involve?

The project will transform a 6.5-kilometre stretch of the Princes Highway into a dual-carriageway road, with two lanes in each direction separated by a median barrier. Key features of the proposed upgrade include:

☑️ Two lanes in each direction between Jervis Bay Road and Hawken Road

☑️ A new grade-separated intersection at Hawken Road to reduce congestion

☑️ A speed limit increase to 100 km/h on the upgraded section

☑️ Dedicated property access roads to replace direct highway access

☑️ A new bus stop near the Hawken Road intersection

☑️ Shared pathways and an emergency U-turn facility

☑️ Permanent closure of Gorindah Road between Barron Road & existing highway

Construction is expected to begin in or around 2028, with an approximate three-year build period.

What Stage Is the Project At?

Transport for NSW has released the Review of Environmental Factors (REF) and concept design for public exhibition. The REF is on public display from 14 May 2026 to 19 June 2026. Community members and affected landowners can make submissions online at www.jbr2hr.com.au, by email to jbhr@transport.nsw.gov.au, or by post to PO Box 477 Wollongong NSW 2520.

Transport has already reached out to all property owners identified as requiring a full or partial acquisition to begin discussions about individual impacts and next steps.

What Does This Mean for Landowners?

If your land is in the acquisition corridor, receiving correspondence from Transport for NSW is the beginning of a formal process governed by the Land Acquisition (Just Terms Compensation) Act 1991. Under this legislation, you are entitled to fair compensation — but what "fair" means in practice is not always straightforward, and the initial offer from the acquiring authority is rarely the final word.

Compensation can include the market value of your land, disturbance costs, legal and valuation fees, and relocation expenses. The process involves several stages, including an opening letter or early contact phase, a negotiation period, and — if no agreement is reached — the serving of a Proposed Acquisition Notice (PAN).

Early legal advice matters. The sooner you obtain independent legal representation, the better positioned you will be to protect your interests and negotiate a fair outcome.
